...Mac Ramsey just recognized Neal Caffrey in a boutique and practically vaulted a sales counter to come say hi.

Which leaves Vic wondering what the heck just happened, as he comes out of the fitting room and sees Mac moving fast. He would, of course, automatically shift towards his gun as he does a quick threat assessment of the store and moves to follow Mac.
Peter, doing his own threat assessment and moving to block the threat to Neal, would instead face this new person.
...Mac gushing, Neal charmingly feeling flattered, Peter & Vic awkwardly left to stand together on the sideline -- I can totally see this!
(not to mention later, over drinks, when LiAnn and Elizabeth meet for the first time :-D ).
