Where I work, they will only give out accolades for longevity (and a ridiculous employee of the month program), so somehow it does feel weird, so I know what you mean about it.

Once upon a time, my dad's C(ommanding) O(fficer) called out my dad for being out of uniform, saying his block of ribbons was missing one year worth of "you're good at your job". My dad was forced to explain that no, his ribbons were accurate, and the reason why: a few bases ago, the military was crosstraining civil engineering, so my dad learned masonry. There was no masonry to be done at that base, so he learned it only from a book with no practice, but was able to pass the test, and so was given full credit/marks/whatever for learning it. At his next base, he had to 'mason' something, and it wasn't awful, but it wasn't all that great either, so he failed to earn the award.
Whenever I hear of awards given out for anything that amounts to "not getting fired" (attendance, competence, etc) I remember this.
