Why is it annoying that the SerialAdder LJ account has friended so many people? There are thousands of comments and complaints at the account and at Lj_biz.
Does it slow down LJ or something?

There are lots of people who don't want people they don't know to have them friended. They freak out if you don't ask them before you friend them. Also, sometimes the stupid ones think that if a person friends you, they can see your friends-locked entries, even if you haven't friended them. Serial adders really only like to annoy people, that's all they're doing. But it's pretty easy to just ignore them, so support kind of rolls their eyes at complaints about serial adders.
