Personally, I think that the narrative so far supports Mozzie as the villain better than Peter.

I think it is a double con. OPR bad guy unveiled, oh no, it's Peter not him. Ah, wait, fooled you. It is OPR.
Peter is so very intelligent. I love that about him that he is just as smart as Neal and about as devious when he wants to be. I think he followed a lead to find Kate and now he's digging to see if he can unravel the people after both Neal and himself.
I don't read Peter as the by the book guy some do. By the book guys do not sympathize with crooks. It's that Peter has a bit of larceny in his soul, evidenced by the times he encourages Neal to be his instrument in rule breaking, that makes him so able to think like a con to catch a con.
Peter is just able to pull a longer con than Neal. He puts on his old suit and his bureau face to work at a job he loves, but that's not him. You can see that through the episodes, his contempt for Harvard grads, his pleasure at the idea of Diana forging his signature, his irrepressible delight at Neal's tricks.
I think Peter is good. He's just not rigid about anything.
As for Moz, I want him to be what he is, Neal's biggest fan and someone who takes a lot of risks to stay close to a real star.
Kate, I don't get. We don't know her except for a few glimpses. I don't think she is Neal worthy, but that might be the writer's fault.
